While the New Orleans Ernest N. Morial Convention Center is a state-owned and governed facility, the Authority Board recognizes the imperative of making significant financial investments in important programs and projects that contribute to improving and sustaining New Orleans’ residents’ quality of life.
Our unprecedented financial support, as demonstrated through 8 Cooperative Endeavor Agreements (CEA), help supplement or replace city tax dollars that instead can be used for other vital city services, thus having a meaningful impact on residents and visitors alike.
The Ernest N. Morial New Orleans Convention Center is governed by the Ernest N. Morial Exhibition Hall Authority (the Authority), an independent political subdivision of the State of Louisiana created in 1978 by Act 305 subsequently amended). The Authority’s exclusive mission is to finance, construct and operate facilities in order to attract and conduct conventions, trade shows and other events that support and expand the economy of both the State of Louisiana and New Orleans Region. The Authority is composed of a 13-member board of commissioners, ten appointed by the Governor of Louisiana, and three appointed by the Mayor of New Orleans.
The operations of the convention and exhibition centers are through the New Orleans Public Facility Management, Inc. (NOPFMI), a separately incorporated organization, doing business as the New Orleans Ernest N. Morial Convention Center. Under the present management agreement between the Authority and NOPFMI, the Authority reimburses NOPFMI for costs of operating the convention and exhibition center, and NOPFMI will neither own assets nor retain revenues. The NOPFMI is a blended component unit of the Authority.

The Ernest N. Morial New Orleans Exhibition Hall Authority (“the Authority”) adopted a $557 million five-year capital improvement plan that includes renovations of the 35-year old Morial Convention Center (“Center”), as well as lays the foundation for development of new facilities that include a Convention Center Headquarter Hotel with a physical connection to the Center.
Other major capital improvement projects initiated by the Authority include development of a $75 million, 7.5 acre pedestrian park that spans the length of the Center along Convention Center Boulevard, creating a safer and more diverse experience for both visitors and residents. The pedestrian park project scope includes the newly opened Transportation Center connected to the Center via a covered walkway as well as outdoor entertainment spaces, seating areas, public art and a water feature.
Additional enhancements to the facility include meeting room and public area renovations to modernize the Center using a more contemporary design commensurate with newer facilities developed around the U.S. The five-year capital improvement plan includes annual capital investments to ensure the Center is maintained to a first-class facility standard.
